In this regard, the high-speed rail network was considered by national reformers to be one of the most effective means of reducing the time required for transportation and developing a better network for economic and corporate activities. The project has an estimated budget of  £480 billion and is expected to create around 40,000 jobs in the UK (Parliament UK, 2012). However, according to the Cardiff Business Partnership, the High Speed 2 (HS2) project does not consider the needs of Wales and southwest England.
